If I had to guess they'd need to finally migrate to Python 3.x before even considering packaging 64-bit releases. That is no small feat, besides re-writing the program moving to Python 3.x would likely break most Deluge plugins.. the built-in ones would need to be updated for Deluge and then you just have to hope the 3rd party plugins have
